ANNOUNCEMENTS
Betty - New pedestrian flag crossing added at Milwaukee and Marquette
Olbrich training session with Nancy Ragland not successful since she did
not want to cross Atwood.
Mike - Noted there was a beautiful fall sunset.
John - Friends of Starkweather Creek meeting on October 22, 7:PM at
Olbrich Gardens
Mark - Union Corners meeting on September 23rd, East High at 7:PM
Union Corners meeting on September 29th, Salvation Army
Union Corners meeting on October 23rd.
Mark invited to attend annual meeting of MNA
AIRPORT NOISE MONITORING COUNTY BUDGET PROPOSAL
John Hendrick discussed the proposal and suggested attendance at Wed,
Sept 24th meeting at 201 City-County Bldg.
Sarasota, FL airport of similar size to Madison has similar monitoring
system.
General discussion of airport noise impacts.
Mike questioned the ability of the airport to keep its revenues/taxes.
John noted this was an enterprise fund similar to the Aliant Center,
which are expected to be self supporting.
RECENT TRAIN DERAILMENT
Angie Castillo raised concerns about lack of public knowledge of recent
Wisconsin & Southern train derailment.
Discussion of other derailments.
Mark and Angie will prepare letter to mayor for council review asking
for city response to derailments.
Steve - Wisconsin & Southern should provide list of chemicals shipped
through city.
PROPOSED DEVELOPMENT NEAR EAST TOWNE AND STARKWEATHER CREEK
John summarized proposed Autumn Wood 3 development by Gold Leaf
Development.
There is a need to assess contamination of property and determine
protection needs for the creek.
He will keep council informed.
OLBRICH GARDENS
Mark - Community outreach committee formed and he will be a member.
There is a need for more community connections with Olbrich
Betty - Will be member of planning committee to watch north plan
development.
PMT (Plan Monitoring Team) FORMATION
Mark - Presented organization chart and scope of duties for new PMT.
Old PMT did not work.
This needs an amendment to SASYNA by-laws.
Will oversee implementation of Schenk-Atwood Business District Master Plan.
Betty - Wants council presence on PMT.
Mark - PMT will be sub-committee reporting to council.
Could also be used to review other developments in neighborhood and
develop design standards.
Betty - Based on eastrail committee experience, PMT must have half or
more community reps.
Council voiced approval for Mark's PMT formation.
UNION CORNERS - RAY O VAC DEVELOMENT
Mark presented plans for community outreach and planning effort.
Initial public meetings will begin soon.
Mike - Voiced concern about immediate neighbor concerns over-riding
larger needs of area.
Eric - Noted that planning will be completed by Sept 2004 when
construction will begin.
Mark - Hopes to see a creative outcome, beyond using same street grid
with dense housing.
Should include park space and connections to adjacent areas of neighborhood.
SASYNA GENERAL MEMBERSHIP MEETING (GMM)
Mark - SASYNA will need to elect an at large rep, 3 area reps, and
business rep.
Hopes to contact more residents in Milwaukee Street triangle and
Worthington area.
Discussion leads to suggested date before December, perhaps weekday
before Thanksgiving is not sooner.
Council should post ideas to email list for discussion.
By-laws change for PMT needs 30 days notice.
Pot-luck at GMM in May was successful.
Mark will check on funds needed for wide mailing.
UPCOMING CITY NOISE ORDINANCE
Steve - Ordinance to reach city council in October.
History of ordinance began with SASYNA resident complaints of
Madison-Kipp which expanded after 1995 version of ordinance was rejected.
Mark - SASYNA will support ordinance adoption.
ATWOOD AVENUE TIF DISTRICT
Mark - There is a need to push for extending underground electrical from
Monty's to Schenk triangle.
SASYNA voiced approval for Mark to prepare letter.
PROPOSED PHOSPHOROUS FERTILIZER RULES
Council voiced approval for John to prepare letter of support.
COUNTY BUDGET MEETING ON SEPT 24
Council voiced approval for Steve to represent SASYNA.
NEXT SASYNA COUNCIL MEETING
Tuesday, October 28th, 7:PM
Some discussion of potentially moving meeting day so more council
members could attend.
Council Meeting adjourned at 9:PM.
